Corridor dossier
LAPSSET
Lamu Port–South Sudan–Ethiopia Transport corridor. Three berths exist; hinterland links decide whether they work as a corridor.
LAPSSET is Africa’s most photographed unfinished promise: a deep-water port on Manda Bay meant to open northern Kenya and link Ethiopia and South Sudan to the Indian Ocean. The House reads it as a stress test for sequencing — port before road, rail before demand, agency before coordination.
Geography and politics
The atlas lights Kenya, Ethiopia, and South Sudan — not Sudan. Somalia’s AfCFTA state-party status changes the Horn’s trade politics around the corridor’s edges, but it does not automatically fill Lamu’s hinterland roads. Wildlife, pastoral routes, and county consent remain design constraints, not footnotes.
Tests the House keeps asking
- Are the inland roads that evacuate Lamu funded and open?
- Is rail still a prospectus or a financed package?
- Do host communities have a chair when alignments move?
