Port community systems and the myth of the paperless gate

PCS go-lives often leave USB sticks and printers in the critical path. Count handoffs after launch.

Corridor: Mombasa · Dar · Lamu

A port community system is supposed to replace paper with a shared digital commons for shipping lines, terminals, customs, and agents. The myth is that go-live equals paperless. The field pattern is hybrid: portals that work until a peripheral fails, then the printer becomes the real system of record.

At Lamu, berth completion without hinterland links shows the same lesson in concrete. Digital gates without physical evacuation are theatre. Measure PCS success by handoffs remaining after launch and by dwell — not by vendor milestones.
