One-stop border posts: what the dwell-time data actually says

OSBPs cut some queues and create others. Read dwell as a time series, not a ribbon-cutting claim.

Corridor: Northern / Central

One-stop border posts were sold as the end of the double stop. In practice they are an institutional redesign: two agencies, one facility, shared procedures, and a data trail that is supposed to make dwell visible.

The House’s brief for corridor boards: publish median and tail dwell by border and by direction; separate formal and informal lanes where they exist; never average a Thursday truck into a press release. Northern and Central corridor authorities already collect pieces of this — the public good is making them comparable.

If dwell is not a time series, it is marketing.
