AfCFTA transit: rules of origin meet the weighbridge
Preferential origin is a legal status. The weighbridge and the single window decide whether it is a usable one.
Rules of origin are the grammar of preferential trade. Transit instruments are the sentence spoken at the border. When the electronic tariff book is not domesticated, or customs cannot configure preferences, state-party status does not clear the truck.
House recommendation: treat origin documentation, transit bonds, and weighbridge practice as one stack. A certificate that dies at the first offline scanner is not a preference.
